Opening Negotiations. 4.2.1 Between April 1 and April 30 of each ensuing year, either the Association or the Board shall submit a written request for negotiations to commence to the other party, if it desires there to be negotiations for that year. Opening Negotiations. Upon a request of either party for a meeting to open negotiations, a mutually acceptable meeting date shall be set not more than 15 days following such request. In any given school year, such request shall be made on or before December 1 or at a mutually agreed upon date thereafter. Issues can be submitted for discussion, by either party, no later than February 1 or at a mutually agreed upon date thereafter, and will be placed on the agenda after issues submitted at the first meeting have been discussed. Any additional issue can be considered out of sequence on agreement of both parties.
