Operator Service Fee. (a) As operator, Wexpro will ▇▇▇▇ the Company for the services it performs and for the use of the facilities it has installed to produce natural gas, natural gas liquids and oil from the Wexpro II gas properties. (b) Billing for services will be on a monthly cost-of-service basis and will follow, to the extent applicable and practicable, the methods and practices employed by the Utah and Wyoming Commissions in determining the Company's cost of service prior to the effective date of this Agreement. Exhibit D sets forth the general guidelines for the cost-of-service charges to be made under this Section. (c) The monthly billing for services will specifically include a return on investment on approved acquisition costs at the current commission-allowed rate of return. (d) The monthly billing for services will also include a return on investment for costs incurred for new facilities at the current commission-allowed rate of return, except that investment in commercial development ▇▇▇▇▇ will be entitled to a base rate of return plus an additional 8.00% (r + 8.00).
