Originating Goods. 1. Except as otherwise provided in this Chapter, the following goods shall be considered as originating in a Party: (a) goods wholly obtained or produced in a Party as defined in Article 3.3 (Goods Wholly Obtained); (b) goods produced in a Party exclusively from originating materials; or (c) goods produced from non-originating materials in a Party, provided that the goods conform to a regional value content of no less than 40%, except for the goods listed in the Annex II (Product Specific Rules of Origin) which must comply with the requirements specified therein.
