OVERALL OBJECTIVE. The overall objective of the Voluntary Agreement is to reduce the energy consumption of CSTBs in accordance with the energy consumption targets and time frame established in Annex D (Maximum Energy Consumption Targets and Time Schedule), with a view to maximising the environmental benefits from improved design. Ecodesign requirements and energy consumption targets should be set bearing in mind the intended use of CSTBs, and should not have a negative impact on their functionality. In particular a detrimental impact on CSTBs (which would include slower start-up times, the ability to schedule recordings, the ability to record remotely, hinder the availability of push VOD content to customers, etc.) would seriously impede the intended use of the vast majority of CSTBs, and in so doing, would fundamentally undermine the EU Action Plan on Energy Efficiency for this product group. In direct contrast to this, the Voluntary Agreement delivers an industry-wide commitment to reducing the potential environmental impact of CSTBs. It goes beyond a “business as usual” scenario and provides for quick progress by means of rapid and cost-effective implementation, while allowing for flexible and appropriate adaptation to technological options and market sensitivities. This Voluntary Agreement sets out the means by which the Signatories, which are drawn from across the spectrum of the CSTB industry, will commit to achieving such rapid and effective implementation while continuing to invest in and develop sustainable and appropriate “best of class” CSTB products.

The objective of this Statement of Objectives is to develop and flight test an innovative long-range cruise missile that will fit in the SOPGM common launch tube, be compatible to the Battle Management System (BMS) and have a threshold range of 200 Nm and an objective range greater than 400 Nm, and have the ability to acquire and/or reacquire a target after employment.

3.2 The Overall Objective of this Agreement is the promotion of economic development by making employment space available for occupation by SMEs generally in accordance with the principles set out in the Development Strategy as interpreted by this Agreement by the following means:-
3.2.1 to identify Sites and acquire required Additional Land and Interests
3.2.2 to implement a Scheme of Development for each Site by: -
3.2.2.1 preparing overall detailed development briefs of both Sites and Premises in terms of building size specification and use
3.2.2.2 preparing each Site for immediate development
3.2.2.3 by converting or refurbishing existing buildings or the construction of new build units (“Premises”) for letting on each Site.
3.2.3 to identify Sites for development by the private sector and to award property development grants to facilitate building or refurbishing speculative Premises on such Sites for letting.

The Participants desire to jointly develop and scale up their collaboration, including through the World Bank’s Africa Region, the Energy and Extractives Global Practice, and the Energy Sector Management Assistance Program (“ESMAP”), recognizing each Participant’s comparative advantages including but not limited to policy dialogue and high-level capacity building and including, where appropriate, cooperation with other partners sharing the Participants’ common goals, to increase energy access in Sub-Saharan Africa. The Participants also recognize that cooperation may take place at a country- or project-level, as closely coordinated, driven by, and aligned with the needs of the World Bank and its government clients. These efforts are expected to take place in the context of major World Bank initiatives, programs, and projects, including but not limited to the Distributed Access through Renewable Energy Scale-Up (“DARES”) platform and the Accelerating Sustainable and Clean Energy Access Transformation (“ASCENT”) program. This MOU provides a framework within which the Participants may develop and undertake collaborative activities and is not intended to interfere with the Participants’ independent decision-making with regard to their own respective administration and operations.
