OWNER'S RIGHT TO COMPLETE WORK. Where the Contractor has failed to comply with any decision or direction given by the Engineer-Architect under section 22, 32, 33, or 34, the Engineer-Architect may employ such methods as it may deem expedient to do that which the Contractor failed to do.
