Participants in RMF Decisions. Only the Parties to this Agreement, NOAA Fisheries and the USFWS will participate in making RMF decisions. Such decisions will be made by unanimous consent of all such parties and entities, or will be made pursuant to section 6.6, which details a specific alternative dispute resolution process.
