Practical arrangements. 1. With a view to achieving efficiency and cost-effectiveness in the operation of the Special Court, a phased-in approach shall be adopted for its establishment in accordance with the chronological order of the legal process. 2. In the first phase of the operation of the Special Court, judges, the Prosecutor and the Registrar will be appointed along with investigative and prosecutorial staff. The process of investigations and prosecutions of those already in custody shall be initiated. 3. In the initial phase, judges of the Trial Chamber and the Appeals Chamber shall be convened on an ad hoc basis for dealing with organizational matters, and serving when required to perform their duties. 4. Judges of the Trial Chamber shall take permanent office shortly before the investigation process has been completed. Judges of the Appeals Chamber shall take permanent office when the first trial process has been completed.

In the first phase of the operation of the Extraordinary Xxxxxxxx, the judges, the co- investigating judges and the co-prosecutors will be appointed along with investigative and prosecutorial staff, and the process of investigations and prosecutions shall be initiated. 3. The trial process of those already in custody shall proceed simultaneously with the investigation of other persons responsible for crimes falling within the jurisdiction of the Extraordinary Xxxxxxxx. 4. With the completion of the investigation of persons suspected of having committed the crimes falling within the jurisdiction of the Extraordinary Xxxxxxxx, arrest warrants shall be issued and submitted to the Royal Government of Cambodia to effectuate the arrest. 5. With the arrest by the Royal Government of Cambodia of indicted persons situated in its territory, the Extraordinary Xxxxxxxx shall be fully operational, provided that the judges of the Supreme Court Chamber shall serve when seized with a matter. The judges of the Pre-Trial Chamber shall serve only if and when their services are needed.

Member States shall make practical arrangements facilitating the search for documents available for re-use, such as asset lists of main documents with relevant metadata, accessible where possible and appropriate online and in machine-readable format, and portal sites that are linked to the asset lists. Where possible Member States shall facilitate the cross-linguistic search for documents, in particular by enabling metadata aggregation at Union level. Member States shall also encourage public sector bodies to make practical arrangements facilitating the preservation of documents available for re-use.

Practical arrangements. 2.1 The Court will provide the appropriate YOT covering either the Bromley or Bexley Court with a youth court list, two days in advance with any ‘extras’ faxed through the day before, if known. 2.2 The YOT’s will draw up a yearly Rota outlining Court cover for all Youth Court and Remand Courts (including Saturdays and Bank Holidays) and make this known to the Court so that this notification can take place. The 4 YOTs will also ensure that this rota is also shared between themselves, including which staff member is covering and their contact details. 2.3 The Court, when specifically requesting any psychological/psychiatric reports will state the nature of the report required, who should be responsible for the preparation of this report and make arrangements for the report to be prepared in consultation with the YOT Court Duty Officer This does not apply where the defence is responsible for arranging the reports themselves. 2.4 Where an out of area young person appears before Bexley or Bromley Youth Court’s the justices will remit the case to the young person’s home court unless it is undesirable to do so. 2.5 The Court will provide the YOT with a copy of the Court’s register, recording the Youth Court’s decisions, within 5 working days of the original hearing, as far as is possible. 2.6 The Court will arrange for the timely provision of the Court documents. Copies of orders will be sent within 10 working days of the order being made. Bail notices, remand warrants and referral orders will be produced and made available by the court staff to the YOT Court Duty Officer on the day of the hearing provided YOT are in attendance.

Each organisation will provide reasonable support in this partnership in areas of people, finance and information technology.
