Pre-Construction Survey. The work operations and functions performed in order to process an application for Private Right-Of-Way placements to the point in time just prior to performing any necessary make-ready work. There are two elements of the Pre-Construction Survey: (1) field inspection of the existing facilities and (2) administrative effort required to process the application and prepare the make-ready work order.
