PRE-DESIGN SERVICES. The project Pre-Design Services task shall include a project coordination kick-off meeting with the Consultant’s team, subconsultants, and the City stakeholders. The Kick-Off meeting shall occur subsequent to NTP and a site visit by the Consultant’s team to understand the site in detail. An interior building walk- through will be conducted in order to determine potential impacts upon the construction demolition phase. Project Site Visits including Hazmat site walk & scoping report summary (by Subconsultant, limited to 80 hours) will help to determine the scope of the hazardous materials located on-site and develop the appropriate remedial action plan report, removal action work plan, and/or possible smart remediation or ASTM Greener Cleanup standards in addition to assessment of what hazmat materials tests should be conducted before demolition. These tests, assessments and reports are currently excluded from this scope of work since we are unaware what will be required. Consulant’s hazmat subconsultant, Group Delta, will include hazmat site walk and prepare a scoping report (Hazmat Subconsultant, limited to 80 hours for Pre- Design scoping). A topographic survey and base map of the project site shall be mapped using conventional survey methods. Consultant’s survey crew shall establish horizontal and vertical control for the project. The survey crew shall conduct a conventional survey of the site to collect detailed topographic features within the project site where fine data is required to facilitate the preparation of engineering plans. Prior to field survey, Consultant shall review any available as-built plans and conduct a non-destructive utility location by GPR or other industry standard means to locate underground utilities. These utility markings shall be picked up during the topographic survey to provide an accurate account of the onsite utility features that are locatable. Once Consultant’s survey crew has gathered the field data, a topographic base map Auto CAD drawing will be prepared. The scale and magnitude of the survey shall extend out to just beyond the project limits identified in the RFP exhibit below. The survey shall be based on the County’s vertical and horizontal control system. Consultant shall employ the services of a geotechnical engineer to visit the site and take site samples of the soil material on site, evaluate the material in the lab, and prepare a report with recommendations for paving, grading, bearing pressure values, and p...
PRE-DESIGN SERVICES. Before proceeding into the Schematic Design Phase, the Project Architect and its entire consultant team, working with the Owner, shall prepare a comprehensive Pre- Design Report for the Project. This Pre-Design Report shall be prepared in accordance with the Owner’s Pre-Design Report Template, a copy of which is attached hereto as an Exhibit. The goal of the Pre-Design Phase will be to more clearly define the scope of the Project prior to the start of the Schematic Design Phase. The anticipated services and deliverables under the responsibility of the Project Architect are summarized in an attached Exhibit, the Pre-Design Phase Documentation Requirements. Following selection, the Project Architect shall provide the Owner with a written itemized cost proposal to provide the designated pre-design services. Such compensation shall be in addition to the percentage based fee for Basic Services. The Project Architect shall plan to meet with representatives of the Owner as required during the development of the Pre-Design Report and shall revise the Pre-Design Report as necessary to achieve approval of the Owner. In accordance with the Professional Services Procurement Act, the Owner will review the Project Architect’s proposal for pre-design services and attempt to negotiate a fair and reasonable fee for these services. If the Owner and Project Architect are unable to do so, the Owner will formally end negotiations with the Project Architect, select the next most highly qualified Project Architect, and attempt to negotiate a fair and reasonable fee for these services.

Prior to drilling at the site, local utility companies will be notified and asked to mark utilities. Upon completion of the field-testing, reports will be issued which contain test results. Consultant shall determine number of bore hole permeability tests needed for the project design.  The geotechnical subconsultant shall perform a geotechnical evaluation report to include geotechnical design recommendation to support the bridge design. Consultant shall identify any tests that may be necessary to carry out a sound design.  Any additional geotechnical services needed shall be the Consultant’s responsibly.  Consultant shall request existing utility information from utility providers within the project area. All existing utilities identified are to be included in the construction documents.  Consultant shall determine if any utilities are needed and shall include them in the design as necessary.  Consultant will review alternative structural systems for the design as well as review feasibility, preliminary system components and cost with the Town.  Consultant shall prepare a bridge layout and site plan including approach for Town review.
