If the parties mutually agree that the Step Two decision resolves a continuing or recurring issue that may arise in subsequent grievances, then they may designate the decision as precedent-setting with binding effect in any subsequent grievance proceeding, arbitration, or other proceeding over the same continuing or recurring issue.
