Preferential Agreements. 1. This Agreement shall not prevent the maintenance or establishment of customs unions, free trade areas, arrangements for frontier trade and other preferential agreements, to the extent that they do not adversely affect the rights and obligations provided for by this Agreement. 2. In case a Party establishes a customs union with a non- Party, it shall inform the other Party. Upon request of the other Party, the Parties shall enter into consultations with a view to examining the possible impact of the customs union on the implementation of this Agreement.
