Preliminary Negotiation. 14.2.1 The first step in the dispute resolution process is to engage in an internal negotiation between the parties. The First Party to the dispute must give the Second Party written notice stating the matters in dispute and nominating a day for a meeting within the village to attempt to resolve the dispute. The day nominated must be after a period of 14 days from giving the notice. 14.2.2 The Second Party must then give the First Party a written response to the notice within 7 days of receiving the notice. 14.2.3 The parties must then meet to attempt to resolve the dispute
