Prepare Environmental Documentation. The FAA has determined that a Categorical Exclusion (CATEX) applies to the project according to FAA orders 1050.1F and 5050.4B. The Engineer shall complete a documented CATEX following current FAA guidance and address potential environmental effects resulting from the proposed project. An overall environmental exhibit will be created as part of this scope of work, approved by the FAA, and referenced throughout the project.

Prepare Environmental Documentation. This task will revise the previously completed Environmental Assessment (EA) to include the relocation of the vehicle service road (VSR) to the south and outside of the Runway Object Free Area (ROFA), as well as the reconstruction of Runway 17-35 and the extension of Taxiway D. The EA re-evaluation will be prepared in accordance with the current FAA guidance including FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, FAA Order 1050.1F Desk Reference, and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, as well as applicable environmental regulations associated with the State of Missouri. The EA re-evaluation will coordinate compliance with Section 2(a)(4) of Executive Order 11988 and Paragraph 7 of DOT Order 5650.2 which requires agencies to provide the public review of any plan that would encroach on the base floodplain. The engineer will work with the local floodplains administrator, MoDOT and the FAA to determine the appropriate public coordination. An in-person public meeting is not included in this scope; all public coordination will be completed through newspaper and electronic means.
Prepare Environmental Documentation. This project will require compliance with both CEQA and NEPA. Based on our recent experience with similar bridge replacement projects, we anticipate that the necessary environmental clearance document will include preparation of an Initial Study/Mitigated Negative Declaration (IS/MND) under CEQA and Environmental Assessment with Finding of No Significant Impact (EA/FONSI) under NEPA. CONSULTANT will be responsible for the preparation and filing of all notices and publications required under local, State and Federal guidelines. This document would be prepared pursuant to Caltrans standards as a joint CEQA/NEPA document. The IS/EA will be reviewed and recommended for signature by the Caltrans Headquarters Legal staff for requirements under NEPA and for signature by County staff for requirements under CEQA.
