Principal Conclusions. The PCR has concluded that the project achieved its objectives and made significant impact on the development of education in the project areas. The project was relevant to the education sector development plan and also consistent with Government’s national poverty reduction strategies. The PCR notes that: i) the primary and lower secondary schools were constructed to a good standard; they were furnished and equipped with good materials; ii) three staff members of the Ethiopian Mass Media Agency were successfully trained in communications technology and are still in post; iii) radio receivers were distributed to project primary schools covering some 25% of the country’s primary schools. The PCR further notes that the impact would have been greater had the loan conditions been carefully designed to correct existing structural and institutional weaknesses of the Ministry of Education.
