Procedures for Raising a Matter to the Level of Recognition. a. The local activity or union may raise a matter to the Employer or Council (the local activity raises the issue to the Employer and the local union raises the issue to the Council) for negotiation at the level of recognition. This should be done only after the parties have made a good faith effort to negotiate the matter locally. b. The parties agree such occurrences should be rare and agree that local level matters are best negotiated at the local level.
