PROCESSES AND TRAINING a) Upon request of either party, the parties agree to meet and discuss, in good faith, the possibility of instituting programs to train or retrain employees in new skills so as to assure an adequate supply of available employees trained in these new skills. Written requests for such a meeting shall identify the purpose thereof. b) Upon proper notice to the Union, the parties agree to meet, consult, and bargain to the extent required or permitted by law or Executive Order: 1) When new skills requiring employee training are necessary as a result of the introduction of new equipment and/or new processes which affect or impact the employment of the involved employees. 2) When the Agency proposes to install new equipment, machinery, or processes which would result in changes in work assignments or require additional training 3) Concerning the establishment of training courses or on the job training to effectively enable affected employees to perform their job duties as well as provide for requisite staff development.
