Progress Payments During Full-Scale Deployment. Should the project proceed beyond Initial Acceptance Test, progress payment(s) will be made to Contractor to cover costs related to acquiring and deploying meters during full scale roll out, on a route by route basis, with invoices to be processed and paid on a once-per-month basis, net 20 days. Route acceptance criteria and a “per meter” fee will be negotiated to conform with the deployment requirements specified. Bidders should expect a hold back of 10% these progress payment, to be withheld pending final completion and acceptance.
