Progressive Penalty Process. Airport Operations will conduct inspections and monitor daily Airport activities for compliance with these rules, including safety and security issues. The goals of this program are (1) a safe Airport in compliance with Federal Aviation Administration (FAA) and Rickenbacker International Airport regulations and (2) the education of Airport tenants and Users about the regulations and these rules. Safety and security of Airport operations requires that management and employees of the airlines, tenants, and the airport work closely with the FAA and the Authority to promote adherence to the Rules and Regulations. The following Progressive Penalty Procedure has been established to encourage compliance with these Rules and Regulations and avoid other forms of legal remedies as noted in 10.02 above. Nothing, however, shall bind the Authority or the FAA to follow the Progressive Penalty Process as a first course of action. The Authority reserves the right to file charges if it appears that violator’s response to this process will not result in the desired compliance.
