The Project Authority clause designates the individual or entity responsible for overseeing and making decisions regarding the execution of a project. Project Authority. The City of Port Orange (Grantee) received funding from the Florida Legislature in the amount of $750,000 through Specific Appropriation Line Item No. 1662A, Fiscal Year (FY) 2015 - 2016, General Appropriations Act. The Grantee received this funding for the purpose of constructing utilities improvements. Authority for this Project is specified in Section 403.885, Florida Statutes. Monitoring and auditing guidelines, as related to the Florida Single Audit Act, are specified in the Florida Catalog of State Financial Assistance (CSFA), No. 37.039. PROJECT LOCATION: This project is located within the Spruce Creek Drainage Basin. The White Acres Utilities Improvements project is found in the southeast corner of Volusia County, in the City of Port Orange, Florida. See page 4 for a location map. PROJECT BACKGROUND: The White Acres project area is an established neighborhood comprised of a 47-acre low income mobile home neighborhood dating to the 1960s, and is located within a poorly drained area of Port Orange. Currently, the White Acres neighborhood is served by septic tanks and there are open ditches with no water quality treatment. Existing drainage ditches have been poorly maintained.
Project Authority. The Manager and Member may fully exercise their respective designated Project Authority independently without the consent of the other party; provided, however, that the Manager and Member must each exercise its Project Authority in strict conformity with the Approved Budget and all other provisions of this Agreement.
