Project for Upgrades. Costs for an upgrade of the WPCP to meet new permit requirements (such as facilities for ammonia removal), or to improve the ability to meet current permit requirements, must be shared by all Parties in accordance with their design flow and loading allocations as provided in section 5.1. Project costs must be allocated in proportion to the Parties' share of the parameters causing the need for the project (such as flow, BOD, TSS, P, or NH3).
