Proposal Rating. The technical panel will provide a detailed evaluation and assign a technical/risk rating for the Technical Factors. Past Performance Factors will receive confidence ratings. The Price Factor will be evaluated for fairness, reasonableness, price competitiveness, and will not be given an adjectival or risk rating. Relative Importance of Factors. The Small Business Utilization Plan will not be given an adjectival or risk rating but will be evaluated to assess the extent of which the offeror identifies and commits to Small and Small Disadvantaged Businesses.
