Protection and Control Overview. Existing protection and control systems will be removed to allow for the addition of the new systems. New protection and control systems will be designed to provide adequate protection to the Interconnection Customer’s 230 kV tie line as well as control for Transmission Owners new 230 kV motor operated switch on the Interconnection Customer’s 230 kV tie line. The Transmission Owner will construct one new relay panel in the Big Stone South Substation for line protection and the motor operated line switch. This relay panel will include the motor operated controls and associated relaying communications equipment to assist in protecting the Interconnection Customer’s 230 kV tie-line. This protection and control overview is assuming the generator tie line length is less than 1/2 mile to the Interconnection Customer’s new capacitor station, which requires redundant communication paths. Differing lengths of the tie line could require different preferred relaying communications and different relay design. The design of the protection and controls for the Interconnection Customer’s 230 kV tie line must provide adequate protection to the Interconnection Customer’s tie line from the Transmission Owner’s station.
