PROVISIONS OF AGREEMENT. 3.0 It is understood and agreed that the specific provisions contained in this Agreement shall prevail over past and present District practices, procedures and regulations, and over State laws to the extent permitted by State law and that except as expressly provided by specific provisions in this Agreement, all lawful practices, procedures and regulations are discretionary within the District. The District and the Federation shall make a mutual effort to work together regarding implementation, interpretation and support of this Agreement.
