Public Benefits Provided Pursuant to the Development Agreement. The Board determined that the development of the Project will afford the County and its citizens and the surrounding region with the following primary benefits (all as set further forth in Section 15 of this Agreement), which include both public benefits provided by the Project in accordance with the Project Approvals and public benefits in excess of those which could be expected from the Napa Pipe Project in absence of this Agreement (collectively, the “Public Benefits”):
