Public Facilities and Services. The Parties share a commitment to ensure that public facilities and services which are within the funding capacities of the Parties will be adequate to serve development within the MUGA at the time such development is available for occupancy and use without decreasing current service levels below locally established minimum standards.
Public Facilities and Services. Bullfrog Flats shall comply with all conditions relating to access, utilities, and public facilities and services identified as necessary to serve the minimum residential units set forth in Section 1.3.2 by October 30, 2027 for the 2032 Extension, and by October 30, 2032 for the 2037 Extension. If Bullfrog Flats has submitted applications for more than the minimum residential units required during a particular term (e.g., if Bullfrog Flats has submitted applications for over 600 residential units by October 30, 2027), for any units exceeding the minimum residential unit threshold specified in section 1.3.2, Bullfrog Flats will not be required to comply with the conditions relating to completion of access, utilities, and public facilities and services during that particular term. Bullfrog Flats shall have the option to achieve compliance during the subsequent term.
Public Facilities and Services. (A) The cost of extension or improvements of public facilities and utilities required as a condition of a permit approval shall be borne by the developer, unless the City or County agrees to bear all or any portion of the costs thereof.
(B) Creation of a new street or improvements of existing streets or rights of way shall conform to the City’s existing street patterns and Master Plan and shall be engineered and constructed to City specifications. Road maintenance shall be the responsibility of the County or appropriate road district, if and only if, the road is formally accepted into the road system pursuant to the provisions of State statute.
(C) The City and County shall exchange recommendations with respect to the following items which are within, or adjacent to, or which directly impact, the Vale urban growth boundary and all lands adjacent therein, and for which either has the ultimate decision-making capacity:
(1) Capital improvement programs and major public works projects for transportation, recreation, sewer, water or drainage facilities; acquisition or development of property; or other similar activities.
(2) Functional plans, or amendments thereto, for utilities. drainage, solid waste, trans- portation, recreation or other similar activities.
(3) Plans or amendments thereto, for economic and industrial development.
(4) Design and engineering standards for urban facilities and services.

Public Facilities and Services. Goal 1: To ensure the adequate provision of water services to meet the needs of the residents and property owners of Canby.
Goal 2: To ensure the adequate provision of wastewater services to meet the needs of the residents and property owners of Canby.
Goal 3: To ensure the adequate provision of storm drainage to meet the needs of the residents and property owners of Canby.
Goal 4: To ensure the adequate provision of transportation services to meet the needs of residents and property owners of Canby.
Goal 5: To ensure the adequate provision of parks and recreation services to meet the needs of residents and property owners of Canby.
Goal 6: To ensure the provision of a full range of public facilities and services to meet the needs of the residents and property owners of Canby.
Public Facilities and Services. This element is necessary to support the anticipated growth and development and to implement the community’s vision. The GMA requires that capital facilities be in place or planned and funded to support the growth identified in the comprehensive plan. This element will set the stage for the next 20 years of budgetary decisions (minimum), as the GMA requires that capital budget decisions are made in conformance with the plan. To prepare an updated Public Facilities and Services element consistent with RCW 36.70A.070(3), the Consultant Team will complete the following subtasks: • Conduct public facilities and services analysis that builds off the existing conditions analysis and identifies opportunities and constraints related to public facilities and services, and parks. This task will include coordination with local service providers. • Provide a forecast of future public facility needs, including the proposed locations and capacities of expanded or new capital facilities. • Prepare a six-year finance plan for the proposed public facilities. • The water and sewer master plans have growth predictions that may be different than the findings from the land use and population evaluation. If the previous reports and the findings are different, it is anticipated that additional hydraulic evaluation be conducted to evaluate future potential deficiencies within the system. In the case that these need to be updated, it is assumed that WSP will coordinate with the City’s modeling consultant to update the model, as required. The City’s modeling consultant will provide updated model simulations in GIS format with the model results attached for WSP’s use in the evaluation. WSP will develop a technical memorandum that describes the differences between the report and any modeling updates that were conducted. • Prepare updated public facilities and services goals and policies. The goals and policies will address the improvements needed over the next 20-years to implement the preferred land use scenario. • Prepare an updated Public Facilities and Services element. • Identify draft implementation measures. This task will include identification of specific implementation actions the City and others will need to take to meet the goals and policies identified in the updated plan element.
