A Public Involvement Plan clause outlines the requirements and procedures for engaging the public in a project or decision-making process. It typically specifies the methods for soliciting public input, such as public meetings, comment periods, or informational sessions, and may detail timelines and responsibilities for both parties. The core function of this clause is to ensure transparency and community participation, helping to address stakeholder concerns and foster trust in the project's development.
Public Involvement Plan. The Engineer shall prepare a Public Involvement Plan (PIP) to support the project study. This plan shall identify the responsibilities of the Engineer, the State, and any other agency and public entity participation as well as determine a preliminary public involvement and stakeholder meeting schedule. The plan shall specify all activities to be performed and alternatives to be discussed during public involvement activities. Public involvement activities shall be carried out in compliance with Executive Order (EO) 13166 and EO 12898. The plan shall discuss outreach strategies for both the general public and targeted strategies for Environmental Justice and Limited English Proficiency populations. The PIP shall be included in the Project Management Plan (PMP).
Public Involvement Plan. The CONSULTANT is responsible for creating the PIP using existing work developed by the DEPARTMENT as a starting reference. The PIP must include a public involvement schedule and identify potentially affected stakeholders and communities in the vicinity of the project to establish the appropriate outreach methods. This includes consideration of the demographics of the Study Area and any reasonable accommodations including, but not limited to, disabled, transit- dependent, limited English proficient (LEP), elderly, low income, or minority. The CONSULTANT will review and attach the Sociocultural Data Report (SDR) to the PIP. A sample template for the PIP is located in Part 1, Chapter 11 of the PD&E Manual. The PIP should include public engagement strategies to gain and maintain project support. It is a living document that requires updating throughout the life of the project. At a minimum, the PIP must include the following: • Project background • Project goals • Identification of elected officials and agencies • Identification of affected communities and stakeholders • Identification of media (e.g. television, radio, newspaper) for news and/or advertisement • Proposed involvement activities • Anticipated schedule of involvement activities • Methodology for collecting and responding to public comments • Discussion of public comments will be analyzed and incorporated, as appropriate As part of the Project's PIP the CONSULTANT will develop public involvement materials using the DEPARTMENT's approved template and submit the information to be uploaded to the DEPARTMENT's project website. The website will be created and maintained by the CONSULTANT and maintained by the DEPARTMENT. The website must meet FDOT requirements. The DEPARTMENT requires that the CONSULTANT create and submit a Project Plan that demonstrates how the creation and maintenance of the application will be carried out. After the Project Plan is approved, the CONSULTANT shall keep the Project Plan updated as necessary or upon notification by the DEPARTMENT of a deficiency in the Project Plan. Any change to the Project Plan must be approved by the DEPARTMENT.
Public Involvement Plan. The Public Involvement Plan must address needed coordination among agencies, organizations, groups, and individuals likely to have an interest in the Project outcome. The Public Involvement Plan must include appropriate methods to meet the requirements of Title VI of the 1964 Civil Rights Act and the US Department of Transportation Environmental Justice Order 5610.2[a], and must provide meaningful opportunities for input from all citizens and interested parties.

The PIP, in addition to traditional outreach activities, shall implement innovative approaches to engage the public through early and often interaction. The PIP is to be a living document that is amended throughout the PEL Study as necessary in order to effectively coordinate with agencies, stakeholders, and the general public. As part of the PIP, the Engineer shall recommend the number and location of planned meetings to be held. These meetings are anticipated to include, but are not limited to: • Agency coordination meetings • Stakeholder group meetings • Project Advisory Committee meetings • PEL public meetings Deliverables:

Public Involvement Plan. The Engineer shall amend the Public Involvement Plan (PIP) prepared and provided by the State to incorporate public involvement activities to be conducted including design workshops for context sensitive solutions. The PIP prepared by the State specifies activities to be performed and alternatives to be discussed during public involvement activities. Public involvement activities must be carried out in compliance with EO 13166 and EO 12898. The PIP must also discuss outreach strategies for both the general public and targeted strategies for Environmental Justice and Limited English Proficiency populations. The PIP is a living document that will be reviewed periodically for effectiveness. The purpose of the PIP is to:
a. Set goals and objectives for the US 69 public involvement and engagement.
b. Identify the people to be reached (i.e. elected officials, stakeholders, and the general public).
c. Establish an approach and strategies to achieve the goals and objectives of the PIP and characteristics of the targeted audiences.
d. Identify techniques to implement.
e. Include a developed plan, public involvement tools to be used, and activities for coordinating with elected officials, stakeholder groups, and the general public. Update to existing Public Involvement Plan provided by the State (up to two updates)
Public Involvement Plan. The Engineer shall prepare and continually update a Public Involvement Plan (PIP).
Public Involvement Plan. Narrative: District will develop the Public Involvement Plan. The public meeting may include information for multiple projects associated with the PAU-VAN-US30 Feasibility Study. PID 120111 would likely be included.
Public Involvement Plan. The Consultant and Client will work together to outline stakeholder involvement goals, communication ideas, and meetings needed. Based on this work, the Consultant will create a detailed approach and strategies for outreach as part of the scoping phase, and it will be outlined in the public involvement plan within the first month of the project. • Public involvement will include an online survey, and the Consultant will work with the Client to develop and distribute 10 to 15 questions focused on future opportunities for the study area, as well as analyze the results. • Throughout the project, the Client will be responsible for identifying stakeholders, securing meeting venues, meeting notifications and invitations. • During public meetings, the Consultant will be responsible for facilitation and providing comment cards, agendas, maps, stations, input exercises, and other associated meeting materials.
