Public Involvement. Public Involvement consists of comprehensive services in planning, scheduling, coordinating, conducting, documenting, and exhibit preparation for public involvement activities. These public involvement activities include but are not limited to Meetings with Affected Property Owners (MAPOs), public meetings, and steering committee meetings, stakeholder meetings, as well as developing media packets, maintaining public contact lists, public comment inventories, and associated summary reports. The ENGINEER shall perform the following tasks in public involvement: Assist the State in conducting meetings with various agencies and to document and respond to issues related to the project’s study area. Shall coordinate and assist the State’s Public Involvement Office (PIO) with any of their efforts regarding the project. Participate in meetings with Affected Property Owners (MAPO) located within or near the project study area and stakeholder whose interest lays in the project study area. Shall prepare the adjacent property owner list, mail out of meeting notices, notice of public meeting, draft letter to public officials, prepare and publish notices to major and local newspaper, reserve public meeting and hearing location, hire court reporter and law enforcement for public hearing, audio and visual rental equipment, and assist with conducting public meeting and hearing. Assist in conducting public, steering committee, and stakeholder committee meetings during the project development process. The Engineer shall prepare exhibits, constraints maps, other necessary exhibits, and assist the State in the presentation.
Public Involvement. The Lead Agency will work with the Cooperating Agencies to assure the public outreach and notification is sufficient for any related decisions. As part of early scoping, the agencies will jointly develop a public involvement plan that will adequately meet the needs of the agencies.

The NRCS State Conservationist shall seek comment from the Illinois State Technical Committee (which is comprised of various conservation organizations and individuals) in the development of this Illinois Prototype Programmatic Agreement. Public participation provisions that recognize the rights of private and tribal landowners must guide NRCS procedures designed to address regulations in 36 CFR 800.2(d). The majority of NRCS projects in Illinois involve one landowner on private land and the public is not notified of the project scope. When project complexity and scope involve multiple landowner s, as in watershed planning, then public meetings are held to involve the public in the planning process and to inform them of the project effects on historic properties.

Public Involvement. Public involvement in compliance activities at a Federal facility will be significantly enhanced. Interested parties from anywhere can access extensive environmental compliance information, and this “100% access” policy will increase goodwill between the general public and government entities. The ability to access the information by Internet connection will be included in public notifications and during public meetings. For example, notifications of permit modifications for the facility mailing list, or newspaper or radio notices could include Internet access locations and the web page address (URL) for further information. This will help provide site-specific and permit-specific information to the general public prior to public meetings.

NRCS Connecticut will ensure that public consultation is conducted with the appropriate individuals, groups, tribes, and units of government depending on the size and nature of the undertaking. For small practices on individual farms this will include the landowner and operator, any partners involved (such as the local conservation district), and (with the concurrence of the NRCS Connecticut State Conservationist) any individual or group who expresses interest in that undertaking.
