Purpose of Criteria. The Criteria are to be applied in determining the Adjustment, if any, needed so that the Amount payable over the following five year period covers Network Rail’s reasonable costs in fulfilling its obligations under Clause 5.2 (other than under Clause 5.2.3(a)) and Clause 6 of the contract, including earning a reasonable rate of return.
