Meets or Exceeds the Evaluation Performance Standards  The RT may note some areas for continued improvement and still choose this rating as long as the evaluatee’s pattern of performance is satisfactory in the four areas of professional responsibility and in reference to the position announcement, and there are no areas of significant concern.

Rating Definitions. The evaluation rating scheme to be applied to the “Technical Evaluation Criteria” (Attachment 5)is defined in Attachment 7 entitled “Rating Definitions”. M.6 EVALUATION OF CONFLICT OF INTEREST PLAN (LOCAL LRT-09-07) (DEC 2001) The plan described in Section L entitled, "Conflict of Interest Plan" will be evaluated as acceptable or not acceptable. Notwithstanding the evaluation of an offeror with respect to the technical evaluation criteria or the evaluation of an offeror's cost, an offeror that submits a plan that ultimately is unacceptable after the completion of negotiations will not be eligible for a contract award.
