RECOMMENDED MOTION. Adopt an ordinance approving the Third Amendment to the STAR Bond Financing Project Plan and adopt a resolution authorizing execution of the Fourth Amendment of the Development Agreement with Derby Destination Development, LLC. Tonight we bring the Final Phase to the Council for approval. This phase includes an outdoor, man-made lagoon and indoor, heated water park for year-round use; an aerial park; 300 apartment units; 150-room suites hotel a 6-acre Glamping site with 40 Glamping units, 50 senior residential units, and a steak restaurant. The Final Phase, between STAR Bonds and private investment, will total around $130,368,725 of capital investment in Derby. When working with multiple components and property owners, you face more issues which effect timing for proposed development. We are in serious negotiations with a component developer for the 300 apartments. If approved, we have a component developer selected for the senior residential units. On the cost summary, please note the $4.6 million dollars for City infrastructure. This area of Derby is approaching capacity limits for its sanitary sewer system. The development of senior housing and the lagoon will only exacerbate the current situation. Approximately $3 million of the infrastructure cost will be for needed sanitary sewer upgrades. If not funded by STAR Xxxxx, the City would be hard-pressed to find a private developer willing to come in and develop on a single pad who will put significant funds toward this need. The feasibility study estimates approximately 248,000 annual visitors to Derby for the attractions. In addition, over 300 jobs from new businesses are projected, along with nearly $14 million property tax revenue to the City. From a strictly economic perspective, the City of Derby should see a 227.4% return on investment, according to the independent feasibility study by WSU. Therefore, we request the Council adopt a Third Amendment to the STAR Bond Project Plan and a Fourth Amendment to the Master Development agreement, including our obligations to bring the required components to Derby. Growth can happen without STAR Bonds, but growth definitely does happen with STAR Bonds. the Y, they more than likely learned and swam at the Derby waterpark. Because of its family-friendly reputation, I wanted to invest and develop here.
