Refusal to Sell or Connect. Neither party will be liable to the other as a consequence of refusing to sell electricity to a customer or connect or reconnect a customer's connection point to the supply network if the preconditions it is entitled to impose under applicable law, the customer’s connection contract or the customer’s retail contract, have been communicated to the other party or the customer and those preconditions have not been satisfied.
