Relationship of Parties to Each Other. None of the provisions of the Compact to which this Exhibit is appended are intended to create nor shall be deemed or construed to create a partnership, joint venture, employee/employer relationship or any relationship between the parties, other than that of independent entities voluntarily collaborating with each other hereunder solely for the purpose of effecting the provisions of this Compact.
