Relationship to Comprehensive Plan. The Major Development regulations in this chapter implement Objective 7 and Objective 13 of the Future Land Use Element of the Comprehensive Plan, which respectively state: "To the extent possible in light of the numerous outstanding sales agreements the City shall develop a CIP program for the extension of necessary City services. This program may include utility developers agreements, additional funding sources, etc."
