Reopening of Meet and Confer Regarding Retiree Medical Benefits. By no later than July 1, 2010, the parties will reopen negotiations on Retiree Medical Benefits. The parties will complete negotiations and be in agreement or at impasse no later than April 1, 2011 in order to fulfill obligations under the City’s Impasse Procedure. The purpose of the negotiations will be to address: (a) The serious threat the unfunded liability poses to the on-going viability of the current Retiree Medical Benefit; (b) The major implications of the unfunded liability to the City’s long-term fiscal health; and (c) The threat presented by the unfunded liability to the parties’ ability to reach future agreements on satisfactory terms and conditions of employment.
