Residential Consumer. An End-Use Consumer that (i) takes service under a Transmission Owner’s residential rate classification or (ii) takes service at its residence but whose service is not submetered. Safe Operations. Actions that avoid placing personnel and equipment in peril with regard to the safety of life and equipment damage. Security Constrained Dispatch (“SCD”).
