Residential Land Developer. Where applications for extensions into newly developed tracts of land are made by individuals, partnerships, or corporations interested in the development or sale of land, but not as ultimate residents, Public Service may require a deposit from the applicant covering the entire cost of the extension necessary to serve the tract.
