Responding Member. A Member that responds to a request for assistance under the Mutual Aid and Assistance Program.

The request for aid does NOT require a declaration of an emergency by the local or state agencies, and the aid may be provided during the emergency response or recovery phases. This approach is consistent with the California and Washington Agreements but differs from the Florida and Texas Agreements, which limit requests for Mutual Aid and Assistance to post-disaster periods.

Non-Responding Member - A Member or Associate Member that does not provide aid or assistance during a Period of Assistance under the Maine Mutual Aid and Assistance Program. The period commences when personnel, equipment, or supplies depart from Responding Member’s facility and ends when the resources return to their facility (portal to portal).
