Responsible Development Party. Subject to the roles of the various Collaboration Committees described in Article 2, the allocation of primary responsibility for the creation of Development Plans and the implementation of Development activities of Collaboration Products described in such Development Plans shall be given to the Responsible Development Party. The allocation of such responsibilities shall be as follows:
