Results and Observations. 4.7.1 Impact water quality monitoring results and graphical presentations are provided in Appendix J. Note: S: Surface; and M: Mid-depth. 4.7.2 For water quality, one (1) action level and one (1) limit level exceedace were recorded at IS(Mf)9 and IS17 respectively on 5 December 2014 during mid ebb tide. No exceedance was recorded at all other monitoring stations in the reporting month. 4.7.2.1 Layout map below shows active works conducted on 5 December 2014 during ebb tide. 4.7.2.2 Exceedances recorded at IS17 and IS(Mf)9 during ebb tide are unlikely due to marine based construction activities of the Project because: 4.7.2.3 With refer to monitoring record, appearance of water was relatively more turbid at IS17 and IS(Mf)9 when compared with the appearance of water at IS(Mf)11, IS10, IS(Mf)16, IS7 and IS8 during monitoring at ebb tide on 05 December 2014. 4.7.2.4 However, with refer to the layout map attached, only public fill was being transferred as surcharge at near Portion A and since no marine filling was conducted during ebb tide on 5 December 2014, therefore, they are unlikely contribute to the exceedance of SS at IS17 and IS(Mf)9. 4.7.2.5 The location and type of active works conducted were almost the same on 5 and 8 December 2014 during ebb tide but no exceedance was recorded a IS17 and IS(Mf)9 on 8 December 2014. This indicates that the exceedances at monitoring station IS17 and IS(Mf)9 were unlikely to be contributed by active works. 4.7.2.6 In addition, with referred to monitoring record, no sediment plume has been observed to flow from the inside of the perimeter silt curtain to the outside of the perimeter silt curtain during ebb tide on 5 December 2014. (Please refer to photo record taken during ebb tide on 5 December 2015) 4.7.2.7 Photo record which shows the sea condition near Portion B, the southeast part of the HKBCF reclamation works at ebb tide on 5 December 2014. 4.7.2.8 Photo record which shows the sea condition near Portion E, the northeast part of the HKBCF reclamation works at ebb tide on 5 December 2014 4.7.2.9 Turbidity level recorded at IS17, IS(Mf)11, IS(Mf)16, IS(Mf)9, IS7 and IS8 on 5 December 2014 were below the action and limit level. This indicates the turbidity level at area near IS17 and IS(Mf)9 were not adversely affected. 4.7.2.10 The exceedances were likely due to local effects in the vicinity of IS17 and IS(Mf)9. 4.7.2.11 As such, the exceedances recorded at IS17 and IS(Mf)9 are unlikely to be project related. 4.7.2.12 Action taken under the action plan 1. Not applicable as SS was not measured in situ; 2. After considering the above mentioned investigation results, it appears that it was unlikely that the SS exceedances were attributed to active construction activities of this Contract; 3. IEC, contractor and ER were informed via email; 4. Monitoring data, all plant, equipment and Contractor's working methods were checked; 5. Since it is considered that the SS exceedance is unlikely to be project related, as such, actions 5-7 under the EAP are not considered applicable. 4.7.2.13 Nevertheless, the Contractor was reminded to ensure provision of ongoing maintenance to the silt curtains and to carry out maintenance work once defects were found. 4.7.2.14 Maintenance work of the silt curtain was carried out by the Contractor on a daily basis except Sunday and public holiday. 4.7.3 The event action plan is annexed in Appendix L.

Results and Observations. 4.7.1 Impact water quality monitoring was conducted at all designated monitoring stations in the reporting month. Except Impact water quality monitoring at sampling location IS(Mf)9. Sampling location IS(Mf)9 was found enclosed by silt curtain during the reporting month. Samples were taken about 140 meters away from IS(Mf)9. The sampling location‟s coordination (East 813226, North 818708) was recorded. The Contractor was advised to take corrective actions to the temporary arrangement of the perimeter silt curtain as soon as possible.

4.7.3 No water quality exceedance was recorded in the reporting month.
4.7.4 Total of five (5) Action Level Exceedances at measured Suspended Solids (mg/L) were recorded during the reporting month. The number of exceedances recorded in the reporting month at each impact station is summarized in Table 4.5. Note: S: Surface; and M: Mid-depth.
4.7.2 4.7.5 Four (4) Action Level exceedances at measured Suspended Solids (mg/L) where recorded on 07 August 2013 during mid-flood tide at monitoring station IS(Mf)6, IS5, IS7 and SR3. For water qualityAction Level exceedances at measured Suspended Solids (mg/L), one (1) action level 24.7 mg/L, 29.8mg/L, 24.9 and one (1) limit level exceedace 28.1 were recorded at IS(Mf)9 and IS17 respectively on 5 December 2014 during mid ebb tide. No exceedance was recorded at all other monitoring stations in the reporting month.

4.7.5.2 Same type of works were almost carried out at the same locations on 5 and 8 December 2014 9 Aug 13 but Suspended Solids values recorded at IS(Mf)6, IS5, IS7 and SR3 on 5 and 9 Aug 13 are below the Action and Limit Level during ebb the same tide but no exceedance was which indicates project works is unlikely to contribute to the action level exceedances recorded a IS17 at IS(Mf)6, IS5, IS7 and IS(Mf)9 SR3.
4.7.5.3 Monitoring Stations IS10 and IS(Mf)11 which are considered downstream to the active works of during mid flood tide. The Suspended Solids values recorded at IS10 and IS(Mf)11 are all below the Action and Limit Level during same tide on 8 December 2014. This indicates the same day which shows that the water quality noted downstream of active works during flood tide were not adversely affected by active works. Hence it is considered that the action level exceedances recorded at monitoring station IS17 IS(Mf)6, IS5, IS7 and IS(Mf)9 SR3 are unlikely contributed by project works.
4.7.5.4 Amongst the 4 exceedance stations, relatively higher SS value were unlikely recorded at IS5 and SR3 which are further away from HKBCF's active works than it is for IS(Mf)6 and IS7, indicating that the localized non-project source is likely to be contributed located at upstream to the BCF site during flood tide.
4.7.5.5 Turbidity measurements results at IS(Mf)6, IS5, IS7 and SR3 during flood tide are all below the Action and Limit Level. It is considered that the turbidity recorded at IS(Mf)6, IS5, IS7 and SR3 were not adversely affected by active works.
4.7.2.6 In addition, with referred to monitoring record, no sediment plume has been observed to flow from the inside of the perimeter silt curtain to the outside of the perimeter silt curtain during ebb tide on 5 December 2014. (Please refer to photo record taken during ebb tide on 5 December 2015)

5. Since it is considered that the SS exceedance is unlikely to be project related, as such, actions 5-7 under the EAP are not considered applicable.

4.7.3 4.7.6 One (1) Action Level exceedance at measured Suspended Solids (mg/L) where recorded on 23 August 2013 during mid-Ebb tide at monitoring station IS(Mf)16. For Action Level exceedance at measured Suspended Solids (mg/L), 24.1 mg/L was recorded.
4.7.6.1 For locations and type of active works carried out on 23 Aug 13, please refer to the above layout map.
4.7.6.2 Exceedance was not due to marine based construction works of the Project because:
4.7.6.3 Same type of works were carried out at the same locations on 21 and 26 Aug 13 but Suspended Solids values recorded at IS(Mf)16 on 21 and 26 Aug 13 are below the Action and Limit Level during the same tide which indicates project works is unlikely to contribute to the action level exceedances recorded at IS(Mf)16.
4.7.6.4 Turbidity measurements results at IS(Mf)16 during Ebb tide is 13.5 NTU which is well below the Action and Limit Level. It is considered that the turbidity recorded at IS(Mf)16 were not adversely affected by active works.
4.7.6.5 No silt plume was observed flowing from the inside of the perimeter silt curtain to the outside of the perimeter silt curtain when water quality monitoring was conducted at IS(Mf)16.
4.7.6.6 In view of there is no damage can be observed from the perimeter silt curtain which deployed in the works area at Portion D and E2.
4.7.6.7 The exceedance was likely due to local effects in the vicinity of IS(Mf)16 and considered non-project related.
4.7.6.8 Nevertheless, the Contractor was reminded to ensure provision of ongoing maintenance to the silt curtains and to carry out maintenance work once defects were found.
4.7.6.9 Maintenance work of the silt curtain was carried out by the Contractor on a daily basis except Sunday and public holiday.

No Action and Limit Level exceedances were recorded at IS(Mf)9 and IS17 respectively on 5 December 2014 during mid ebb tide. 4.7.2.3 With refer to monitoring record, appearance of water was relatively more turbid at IS17 and IS(Mf)9 when compared with the appearance of water at IS(Mf)11, IS10, IS(Mf)16, IS7 and IS8 during monitoring at ebb tide on 05 December 2014.

4.7.2.9 Turbidity turbidity level recorded at IS17, IS(Mf)11, IS(Mf)16SR7, IS(Mf)9IS10 and IS17 were 24.9(NTU), IS7 14.7(NTU), 5.7(NTU) and IS8 on 5 December 2014 23.9(NTU) respectively; Suspended solids level recorded at IS10 and IS17 were 23.2mg/L and 7.9mg/L respectively, which were all below the action and limit level. This indicates the turbidity level at area or near IS17 IS(Mf)11 and IS(Mf)9 SR7 and Suspended Solids level near IS(Mf)11 and SR7 were not adversely affected.
4.7.2.10 4.7.2.6 The exceedances were likely due to local effects in the vicinity of IS17 IS(Mf)11 and IS(Mf)9SR7.
4.7.2.11 As such4.7.2.7 After investigation, there is no adequate information to conclude the recorded exceedances recorded at IS17 and IS(Mf)9 are unlikely related to be project relatedthis Contract.
