Retainer Agreements and Private Referrals. Except for matters involving limited advice and brief services (e.g. clinics, hotlines, and similar services), the recipient and subrecipients shall execute a written retainer agreement, or letter of engagement, containing appropriate provisions for withdrawal of representation, with each client who receives legal services from the recipient and subrecipients. For cases that are referred by the recipient and subrecipients to a private attorney, the recipient and subrecipients shall make available to the accepting attorney a standard form retainer agreement which may be modified based on the agreement between the attorney and client.
