Right to refer to arbitration. If the parties have failed to agree the relevant terms and submit them to the Regulator for his approval by 01 May 2002, either party shall be entitled to refer the determination of the relevant terms to an arbitrator under paragraph 4 and the relevant terms shall be determined by arbitration.
