Rights Under The Federal Power Act; Governing Law. (a) Nothing in this section shall restrict the rights of any party to file a complaint with the Commission under relevant provisions of the Federal Power Act. (b) The validity, interpretation and performance of this Regional Tariff and each of its provisions shall be governed by federal law and/or by the law of the state in which the Transmission Provider has its principal place of business (unless preempted by federal law).
