Rotating Chairmen. The Managing Board shall meet, in person or by telephone, periodically at reasonable intervals, and further, shall meet at the specific request of either of the Members. Minutes for all such meetings shall be recorded and maintained. The Managing Board shall select a Chairman who shall preside over meetings of the Managing Board.
