Ruling. 1. The arbitration panel shall within 90 days from the date of the establishment of the arbitration panel present to the Parties to the dispute its ruling. 2. The arbitration panel shall base its ruling on the submissions and arguments of the Parties to the dispute and on any scientific information and technical advice pursuant to Article 93(3). 3. Unless the Parties to the dispute decide otherwise, the ruling shall be published 15 days after it is presented to them.
