SCOPE AND PROCEDURE. The CONSULTANT shall conduct the SERVICES in accordance with the General Scope of Work. The performance of the SERVICES shall be the primary basis for measurement of performance under this CONTRACT. The CITY specifically reserves the right and privilege to enlarge or reduce the scope; or to cancel, any phase of any Task Order begun under this CONTRACT at any time.
