Scope of Application. 1. Notwithstanding paragraph 1, this Chapter shall not apply to sanitary and phytosanitary measures covered by Chapter Six (Sanitary and Phytosanitary Measures) or to purchasing specifications prepared by governmental bodies for production or consumption requirements of governmental bodies covered by Chapter Sixteen (Government Procurement).
