SCOPE OF OBLIGATION TO BARGAIN. 1. The parties recognize that this agreement is the result of professional negotiation between them and is intended to be in full settlement of all issues respecting salaries, hours, and other terms and conditions of employment, and all other matters which are the subject of professional negotiation. Therefore, each of the parties for the life of this Agreement, agrees that the other shall not be obligated to negotiate collectively with respect to any issue of salaries, hours, or other terms and conditions of employment not specifically referred to or covered in this agreement, even though such subjects or matters may not have been within the knowledge or contemplation of either or both of the parties at the time they negotiated or signed this agreement. 2. With respect to salaries, wages, hours and other terms and conditions of employment, the Board agrees that, insofar as these matters are not covered by this agreement, it will make no changes in its existing conditions concerning them without prior bargaining with the Congress.
