Section 3.1. 47 It is agreed that the employees, subject to the provisions of this Agreement shall have and shall be 48 protected in the exercise of the right, freely and without fear of penalty or reprisal, to join and assist the 1 Union. The freedom of such employees shall be recognized as extending to participation in the 2 management of the Union, including presentation of the views of the Union to the Superintendent and 3 to the Board of Directors of the District. The District shall take whatever action required or refrain 4 from such action in order to assure employees that no interference, restraint, coercion or discrimination 5 is allowed within the District to encourage or discourage membership in any employee organization.
