Section 3.1. 16 It is agreed that the employees in the unit defined herein will have and will be protected in the exercise 17 of the right, freely and without fear of penalty or reprisal, to join and assist the Association. The 18 freedom of such employees to assist the Association will be recognized as extending to participation in 19 the management of the Association, including presentation of the views of the Association to the Board 20 of Directors of the District or any other governmental body, group or individual. The District will take 22 restraint, coercion, or discrimination is allowed within the District to encourage or discourage 23 membership in any employee organization.
