Section 3.1. 29 It is agreed that the employees in the units defined herein shall have and shall be protected in the 30 exercise of the right, freely and without fear of penalty or reprisal, to join and assist the Association. 31 The freedom of such employees to assist the Association shall be recognized as extending to 32 participation in the management of the Association, including presentation of the views of the 33 Association to the board of directors of the District or any other governmental body, group or 34 individual.
