EVALUATION CRITERIA AND PROCESS The following Functionality Criteria will be used to evaluate proposals that are submitted by prospective bidders: Quality/Functionality will be used as an evaluation criterion, but not for the purposes of points in terms of the 80/20 point system. Only those bids that fully comply with quality (responsive bids) will proceed to the scoring for price and B-BBEE points. This means that functionality will be a pre-qualifying criterion. Thus bidders MUST score a minimum of 20 points to qualify for further evaluation on price and B-BBEE status level of contribution.
